2017 Weed Abatement Program
To All Property Owners in the Cities of Arroyo Grande and Grover Beach and the Oceano Community Services District:
The Cities of Arroyo Grande and Grover Beach and the Oceano Community Services District in accordance with the Joint Powers Agreement and adoption of pertinent Ordinances or Resolutions have authorized the Five Cities Fire Authority to conduct and administer the Annual Weed Abatement Program each year. This is the only notice you will receive. If you are in compliance and feel you do not have a weed abatement hazard, please disregard this notice. However, pursuant to California Health and Safety Code Section 14875, et seq., the Authority Board has declared weeds to be a nuisance and provided for weed abatement. The uncontrolled vegetation within the boundaries of the Fire Authority represents a fire hazard; and vegetation on these properties is found to be a seasonal recurring nuisance under the California Health and Safety Code, Section 14900.5. All combustible materials and/or noxious and dangerous weeds, taller than 4”, growing upon or in front of the property listed on the address portion of this notice (APN) must be abated by removal and remain abated throughout the fire season (May through November). Clearing of R-A lots (one acre or more) requires mowing or disking of a thirty foot (30') wide break around the property perimeter down to mineral soil.
Property owners will be given 30 days (March 31st - May 1st, 2017) to abate all combustible materials on or in front of their property. Failure to remove all combustible materials and comply with the guidelines by May 1st, 2017 will require the Fire Authority to have a contractor clear the property and charge the property owner. Said cost shall be assessed upon the lot and lands from which or in front of which such weeds are removed and that such cost will constitute a lien upon such lots or lands until paid.
After inspections are completed and a list is compiled of properties needing abatement, a public hearing will be held on or about June 16th, 2017 to protest if you feel your property is on the list in error. The contractor will abate properties and provide invoices with the charges and before and after photos. A public hearing will be held on or about July 14th, 2017 if you wish to protest the charges. Public Hearings are held at 10:00 a.m. in the Grover Beach Council Chambers, 154 S. Eighth Street, Grover Beach. REMEMBER: During fire season (May – November), all property owners shall continuously abate dried or combustible vegetation from their property.
